The Case of the Missing COA

Isn't it wonderful how easy Microsoft makes it to be one of their customers? All you have to do is find a reseller or OEM who can be trusted to supply you with "Genuine Windows" software and pay your money. And then activate it, of course, and you'd also better go through the Genuine Windows validation procedure to make sure you qualify for updates in the future. But whatever you do, don't lose your COA - the Certificate of Authenticity.


This is a lesson one reader has recently learned the hard way. "I recently purchased Windows 2003 Server OEM, along with the requisite hardware for a server I was building as part of a consulting gig with a local business," the reader wrote. "When I went to install the Windows server software I realized that it was missing the COA, which includes the product activation key. To make a long story short, I'm out of luck. I can't get the software installed and Microsoft CAN'T help me."

Of course, when the reader first called Microsoft about his missing COA, their first reaction was to suspect him or his reseller of piracy. "They were very suspicious, but the CD was perfect," the reader writes. "It had all the holograms in the right place and all the Microsoft numbers, etc. I suffered through the process of signing an affidavit to have a replacement COA sent to me. And as part of the affidavit process some validation was required from my reseller as well. So Microsoft has verified the authenticity of my purchased product and that it is not pirated."

Just as aside, I should mention here that such scrutiny is not a surprise, because Microsoft takes its COAs very seriously. So seriously, in fact, it prevailed upon Congress and President Bush last year to enact a law -- the Anti-Counterfeiting Amendments Act - that makes trafficking in standalone COAs a crime. Microsoft feels that too many sticky fingers in the distribution channel are ripping authentic Microsoft COAs off the boxes and selling them to software counterfeiters. So even having an authentic Certificate of Authenticity doesn't necessarily mean you're not a pirate, at least as far as Microsoft is concerned.

At any rate, the reader was able to convince Microsoft that his copy of Windows 2003 was genuine, but that hardly meant his problems were over. "They gave me product key after product key verbally over the phone while I tried them -- nothing worked," the reader wrote. "I received a new COA with a product key, but of course that key doesn't work either. The result of my endless class with Microsoft spanning months is that they can't solve this. After replacement COA and its product key still didn't work, Microsoft said they can no longer help me and that they cannot send a replacement media either."

But shouldn't any clean product key have been able to activate his copy? "You would think so," agrees the reader. "But from my conversations with Microsoft, the companies under the volume licensing umbrella are the ones who create the Product Keys for the copies they sell -- not Microsoft. So Microsoft can't even come up with keys that will work with an OEM CD. And not all OEMs are treated equally. They turn over all licensing control to their major OEMs like HP, Dell, etc. So if a consumer has a licensing issue with his OEM software that came with his Dell computer, then he contacts Dell and not Microsoft--who can't help a Dell customer. But buy an OEM version from a small-time dealer and you have nowhere to turn. I think I build a better server than Dell, Compaq, etc., but my next server will probably be from one of those companies just because of their OEM agreement with Microsoft."

What the reader is supposed to do now, as well as what happened to his original COA, remain a mystery. If anyone at Microsoft wants to look into what wrong in this case, the reader is more than willing for them to do so - his case number is SRX050122604690. But for him the bigger mystery in the way Microsoft has handled his case is why it has so little grip on its own licensing process.

"It seems to me that Microsoft's licensing and product activation process has turned into a beast they can no longer control," the reader wrote. "How can they sell a product that they can't activate retroactively? If any network admins who build their own custom servers have activation problems, are they going to be out of luck as well? And to think this was all in an effort to replace a NetWare box."

Fortunately, most copies of 2003 out there are volume licensed, which are all MS programs as far as I know. And I don't think they have this trouble with XP OEM, but I've fortunately never had to try. Maybe small biz OEM just isn't important enough to bother with?

Frankly I'm amazed that they couldn't send him non-OEM media after all that trouble of validating it, or at least muscle an OEM into sending him one. It's probably just a drop-in DLL that the OEMs can change to enable different product keys. I'm probably confused, but I'm not sure why his reseller wasn't told to just send him another one.

I wonder if others who've had this problem just turn to a pirated copy with no guilt because of their paid for license.

Sounds like its time for him to reconsider swallowing thatr bottle full of blue pills. Instead of downgrading to W2K3, perhaps he should be *UPgrading* to Open Enterprise Server.

When you buy a product, charge it to a credit card. If you have a problem with the product and can't resolve it quickly, contact your credit card issuer and lodge a complaint against the vendor, which begins a chargeback and an investigation.

There are many flavors of the OEM Windows Server 2003, including the Small Business Edition (both standard and premium), the Web edition, the Enterprise edition, the Standard edition, both in English and a variety of other languages (28 SKU's in all). There's an excellent chance that the COA this guy was sent was not for the version he has in hand.

Why can't you still build your on server but just be safe and buy the shrink wrapped retail box version of 2003 Server? Sounds like the old Kingsford Charcoal commercials - got the best motherboard , the fastes CPU, the best drives... and the bulk OEM Windows cd.

Another reason why financial institutions like credit unions, banks, etc don't use Micrsoft operating systems for their core business. Would you like to try explaining to ten thousand customers why their accounts are not available due to not being able to replace a missing COA?

As a Select customer we don't have to deal with the COA. We have one product key that works for unlimited installations, but only with the volume media. So the 'missing COA' is a load of carp when it comes to larger companies.

I love to rip on Microsoft as much as the next guy, but if you have ever been involved in purchasing a car, say, with a title of uncertain provenance, then you know this is not unique to Microsoft. Nor in this instance do I think Microsoft are in the wrong: the COA _is_ the product. If you didn't receive it, you didn't receive the product. We always make a copy of the COA for all incoming systems and store it off-site for just that reason. Cranky Observer

I have been routinely migrating Servers to Linux over the past couple of years. Even if everything else were equal - and it is not even close, just the licensing issues alone are sufficient. Absent the remote possibility of SCO actually winning, there is no way that a Linux Server can be illegal. But even if you have a properly licensed Microsoft server in the event a disgruntled employee or evil competitor calls the BPA or SPA and you find a strike team breaking down your doors and confiscating all your equipment, you still are guilty until proven innocent. Can you find every single COA, CALC, receipt etc. across numerous upgrades ? And this beggs the question of is there even such a thing as a legal Microsoft Server - with all the asorted limitations and myriads of additional licenses you need to be able to do anything useful I have never heard of anyone (even microsoft) who is willing to certify that a client is actually properly licensed for what they intend. Acording to the EULA's you are not actually allowed to do anything useful anyway. If Linux were half as fast, unreliable and twice as difficult to install, it would still be a better deal. But for many things - particularly for non-fortune 500 companies, it is faster. In all cases it is more robust. And if you really beleive Linux is difficult to install try installing any flavor of Windows on either a really new or really old machine. Anyone who can not install Linux better buy a machine with an OS pre-installed because they are not going to manage a windows installation either. Finally, the COA is not the product, read the EULA. You own nothing. At best you might have a right to use.

In my state, I have to pay corporate property tax on all my computer hardware and software. When my business rents something, the rental cost becomes a direct business expense which becomes a tax deduction and not a tax liability. Now with Microsoft treating their software as not possible to be owned, it appears that any company with many licenses for Microsoft products would be interested in testing this in tax court. What is more, if Microsoft owns all this software as they claim, then Microsoft, and Microsoft alone, is responsible for paying property taxes to every city, and every county, and every state in these United States. Microsoft can not have it both ways, they either own it or they don't. Now which of us is going to be first to push this?

You know and I know that for every flavor of Windows, Microsoft has a key that will cut through any OEM version of Windows, etc.  Given Microsoft's ability to stop its own leaks is eqivalent to capping an open fire hydrant with a sock, it must be a closely-guarded secret that they're unwilling to share with anyone...

Oh, how I miss the days when Microsoft's Win95-era 10-digit CD-Key mechanism could be defeated by entering 000-0000000 (or any other number divisible by 7...) for any of their apps.

"Microsoft will also support the activation of Windows XP throughout its life and will likely provide an update that turns activation off at the end of the product's lifecycle so users would no longer be required to activate the product." It looks like they don't even have the ability to turn activation off... (or they never planned on turning it off, ever.)

Time for Microsoft to come clean, announce publicly what we've known all along, that they trust neither their customers nor their dealer network. After all, since buying from an authorized reseller is no guarantee of actually possessing a valid lisence, our only MS recourse will be to buy only directly from....Microsoft. Honest dealers and resellers be hanged, apparently. MS can collect the $$ but disavow any knowledge of your lisence unless they issue it themselves, so let's have at it, eh? Buy only from them, folks, if you want it to be guaranteed 'genuine', I guess. Sure, it'll be a chore for MS to take on all the distribution themselves, and the many honest resellers will lose out big time. Then again, from a reseller's perspective, with a friend like Microsoft, who needs enemies?
