Rebate Bait

By Ed Foster, Section Columns
Posted on Thu Apr 29, 2004 at 08:43:08 AM PDT

I will admit that there was a time I found all the gripes I get about deadbeat rebates a little tiresome. Rebates are a sucker's game, I thought, so people just shouldn't take the bait. But the more I've learned about how the rebate game is really played, the more I've come to realize they really are a major problem.

As an e-mail I got just yesterday noted, it's a problem that consumers of computer-related products in particular are finding hard to avoid. "Just exactly when and how did virtually the entire computer industry get hijacked by the rebate scam?" the reader wrote. "Open any Sunday advertising circular from a major retailer and you will see literally thousands of products offered. Virtually all of these products are advertised at their lowest price, with the one notable exception of computer products. Almost every computer product offered, from memory sticks, to routers, to hard drives, and even the entire computers, comes with a 'hitch' -- a rebate! Often this rebate is a substantial portion of the over-all price, like the router for $39.95 AFTER two mail-in rebates that total $40. How did this happen? Who is responsible?"

Judging from the rebate gripes of recent months, things have only gotten worse since the last time we looked at the rebate practices of the tech industry. Complicated forms, intricate disqualification rules hidden in the fine print, six-to-eight-week wait times that turn into six-to-eight months, and rebate checks that never come are pandemic. Those who are determined to get their rebates must carefully document every step and then be prepared to harangue the vendors and rebate fulfillment houses.

So who is responsible? Some interesting information in that regard came from a reader with experience in working with rebate fulfillment houses to market his company's products. "In marketing their own services to companies that are considering offering rebates, the fulfillment houses have some interesting marketing tools that they use which are enlightening to the uninformed consumer," the reader wrote. "People do understand in principle that many rebates -- most, actually - are not claimed, and that it's the high initial price coupled with the unclaimed rebate that 'pays' for the bargain after-rebate price. What they don't understand is just how formal and organized this is. The people who offer rebates know, on a statistical average basis, exactly how many people will apply for exactly which rebates."

To demonstrate, the reader sent me an actuarial table of sorts that he had received from one of the rebate houses showing the expected percentages of rebates that would be claimed by customers. A $30 rebate on a product retailing for $100, for example, would have a claim rate of 30 percent. A free-after-rebate deal of $50 (a $50 rebate on a $50 product) would be claimed 50 percent of the time, but a $5 rebate on a $5 product only 15 percent of the time. In between those extremes, the average claim rate on the rebate fulfillment house's table was about 25 percent.

"Now, here's the interesting part," the reader wrote. "The rebate fulfillment house will GUARANTEE IN WRITING to the manufacturer that the percentage of rebates claimed as presented in this table will not be exceeded. They will eat the cost if it is."

Small wonder then that the rebate house sometimes just can't see that receipt you're certain you included in the envelope. If they wind up paying the rebates out of their own pocket, it makes sense to just pay off those who scream the loudest. And small wonder the vendors are tempted to offer these magical discounts on their products. If one rebate fulfillment house won't guarantee to keep your costs low enough, just use a slightly sleazier one that will.

How can we take the bait out of rebates? One way or another, we've got to break out of the statistical mold the marketers have pegged us in. If you're going to play the rebate game, play it for all you've got. When you're not treated fairly, make sure the rebate house, the manufacturer, the store, the FTC, and the GripeLog all get an earful. Better yet, only patronize vendors, stores, and websites that give you a straight price with a real discount. Tiresome though it may be, the best solution is to not take the bait.

I hate the rebate game and agree with everything Ed says. But I play it because it is the only way we can afford some things and we have never gotten stiffed. It takes diligence, patience and we had to endure the frustration in chasing after some. The worst - AT&T wireless and Dell. The best - despite a tedious amount of paper work, Circuit City and Verizon.

When I worked for a company years ago that offered rebates on some of its products, I was amazed at the number of people who couldn't properly follow instructions...and for those of you that would argue that the instructions were too complicated, here they are: 1) Fill out the rebate form (not the registration card) 2) Include a photocopy of the receipt (lots of people missed that one) 3) Mail to the rebate address (not the company address, not the address on the registration card, but the address ON THE REBATE FORM!) Every day we would receive claim form after claim form -- for those that were simply misaddressed we'd wait until we hand an envelope full and them forward them to the rebate house; the ones missing items were returned to the customer with a note telling them what was missing -- and all of this was done at our expense. 4) Please wait 6-8 weeks for rebate (I lost track of how many phone calls, letters and e-mails we got from people who couldn't grasp that 3 weeks is NOT 6-8, not to mention the people who'd screwed up the rebate claim and had it returned/redirected. Okay, rant over now... Anyway, I don't buy my products based on a rebate price but every time I've sent in a rebate, I've received it without having to complain. Am I lucky, or do I just follow the instructions properly? The world may never know...

While I've never worked in a rebate warehouse, but having worked in customer service, tech support and now IT, I can certainly attest to the fact that people don't follow directions AT ALL. It comes as no surpise, then, that this carries over to the rebate world.

The only time I even came close to losing a rebate was just about a month and half ago or so. Staples had a rebate on a Western Digital hard drive. I purchased the drive within the specified time frame, followed the directions to the letter, and within a couple of weeks, I received an e-mail stating that my rebate was disqualified.

Oddly enough, I didn't even have to put up a huge stink about it, either. I simply wrote to them and said "I'm writing to find out why my eligible rebate is being flagged as ineligible."

Within a week, I received a reply stating that while my rebate was mailed in outside of the allotted time frame, they would honor it anyway. My rebate was not mailed outside of the allotted time frame, but since I was getting my rebate (and I eventually did), I didn't put up a stink about it.

I wasn't the only one that got in on this rebate, and as it turns out, they tried pulling this stunt with others, as well. A clerical mistake? An attempted scam? Who knows?

Was it the 80GB drive for $20 after $60 rebate? I got that one. After sending everything in, I got a postcard saying my rebate for a CD/DVD burner was rejected. I almost laughed. I called the number and they quickly validated my rebate. I got the check this week. Makes me wonder how many of these little "issues" they had...

In the past year, I have submitted ten rebate forms for various products, all tech stuff. Eight of them, I've had to call at least two times to track down my rebate. I will never buy any product or service that involves a rebate. What a complete waste of time.

As an IT manager the rebate practice and the Sunday flyers also cause me a big headache. My end users bring in the flyers and say, Hey! Why can't you upgrade my machine? Another 512mb of RAM is only $39.95! Never mind that is might be no name, the wrong speed, etc., that price is based on these bogus rebates and are limited to one per customer and only then after someone in the company stands on their head at the copy machine and with accounting while you try to meet all of those wonderful details. That 17" LCD Flat panel monitor is only $199, if I sign you up for three tears of AOL....... Bob

After I lost one $10 rebate on a mouse (I called them about it and they had never heard of me, had no record of my application), I learned to keep careful copies of everything. After I had to use those carefully-kept copies to RE-apply TWICE for another rebate (which I eventually did get), I just recently sent a $100 rebate request by registered mail, and printed a hard copy from the Post Office web site to confirm that it had arrived, just in case I need that proof later. You are right, it is a bit of a struggle. Now that I know what the rebate houses implicitely think of me, I am more determined never to lose a rebate.

I do a lot of rebate claims, and carefully make copies of what I send. When the rebate arrives, I remove the copies from my "rebate pending" file. In two recent cases, I was denied rebates (from fulfillment houses representing Fry's/Western Digital and CompUSA/Netgear) because my "purchase was not made within the rebate period". In both cases, I took my copies of the sales receipts and claim forms to the merchants and got great assistance. At Fry's, the customer service manager called Western Digital, got the rebate reinstated, and I have since received the rebate check. When I went to CompUSA, they just handed me the rebate in cash. I don't like rebates, but given the substantial savings they (ultimately) represent, I will continue to make claims and follow them through.

If this person actually works at a rebate house, maybe he/she is one reason why so many valid claims get messed up. This is almost unreadable grammar. I hope this is not a general reflection of the quality of those who work in rebate houses. I make extensive use of rebates, and in several years with many hundreds of dollars worth, have never ONCE not gotten one.

What I find interesting is that people like Dell will offer rebates on their own products. I can understand that Office Depot will rebate on the purchase of a third party item (like a Maxtor drive).

But besides the cash float for a short while, what is the point of Dell offering a rebate on a Dell product?

Just discount the damn thing and be done with it.

Dell does this because not all rebates will be submitted. If they were really trying to lower the price, they would.

Rebate Accounting[ Parent | Reply to This ] (none / 0) (#41)

Aside from stimulating sales, there are other reasons to use rebates. One of the main ones is how they get accounted. Rebates are often expensed as "marketing expenses". As such they do not decrease the price of the product and therefore, don't "underestimate" future revenue projections based on unit sales. Discounts represent a price reduction and can affect future revenue projections. Smoke & Mirrors. My motto, "they can't make the rules onerous enough to stop me from getting the rebate". So far I haven't missed any.

Rebate Scams[ Reply to This ] (none / 0) (#6)
by georgef on Thu Apr 29, 2004 at 10:48:21 AM PDT

Ed, you hit it right on the mark. All too often, the rebates are scams, and not just for computer products.  However, Ed, you say that if you stick with it and scream loudly enough, you get the rebate.  Sometimes true, but by that time, you have spent more to get the rebate than it is worth.

I wonder -- from how many millions or billions of dollars have people  been defrauded.  Hmmmmm.....fraud.  Anyone want to join a class action suit against these crooks?  Or, with enough names, we can file criminal fraud complaints.  Or both.  Complaints and litigation would include the manufacturers, the "rebate houses", and the company/stores advertising the rebates.  OfficeMax , in my experience, has been particularly "generous" with advertisements which use these rebate scams.

These scam operators bank on the fact that not enough people can find each other and get together to come after them.  Seems like the internet can help change that scenery.

Ed, how about it. You want to be a clearinghouse for names of victims?  You want to let people reply to me and I'll be the clearing house?  How do we handle this?

Well, I'm a clearinghouse for gripes, but I don't want to get into the business of organizing lawsuits. You're free to encourage other victims to contact you as long as you're not soliciting for commercial purposes.

Officemax rebate problem I have read all the messages, and for you fortunate ones who seem not to have had any problems, here are exact email, excluding only the contact names. What nerve to ask for this information as taken directly from their email. "You can also send in the following information so we can search further to this problem: A letter from your bank stating you did not cash the check Photocopy of some picture Id. A copy of your signature A letter explaining your case" Best wishes to those who worked for the rebate companies and those who have been fortunate to have no trouble. I filed my complaints with the agencies I said I would and I will not end it there. The check they referred to and ultimately sent was for a totally unrelated rebate and now here is what I get when I try to get to the right one. _________________________ Your message To: OfficeMaxRebates Cc: Subject: Re: OfficeMax Promo Center Email Sent: Fri, 12 Nov 2004 00:07:38 -0600 was deleted without being read on Wed, 1 Dec 2004 09:43:45 -0600 ________________________ I REST MY CASE. __________________________________________________ reply: SAD THAT YOU HAVE DONE THIS.
