Why Are Online Credit Card Payments So Slow?

A reader and retired IT manager has been contemplating the online payment terms for various credit cards. And it's led him to ask an interesting question: why do the time and cost savings from online payments seem to only benefit the credit card company and not the consumer?


The reader writes:

Electronic remittance - online payment -- of recurring bills like credit cards was supposed to be easy and fast for the consumer. Instead it has become an easy and fast way for some credit card companies to make a buck at the consumer's expense. Overloaded with a maze of non-standard service agreements, online remittance is fraught with traps to extort additional fees from unaware consumers.
Having worked part of my career in a remittance processing center, I know all to well the savings big companies enjoy when people pay their bills electronically online, rather than via the mail. To process mail payments takes expensive manpower, time, and equipment, plus lots of paper. They have to open the mail; remove and manually sort the payment stubs and checks (plus any non payment items included in the envelope); micro-encode each check; resolve errors; electronically process the checks and the payment stubs so accounts receivable is updated along with each individual payee account; and bundle the checks for deposit and prepare/record the deposit paperwork. With online remittance all that is eliminated, saving companies millions in manpower and equipment costs, plus the funds get into company's coffers faster.
So why aren't these saving passed on to us consumers who pay on line? Why is there so much inconsistency as to when your online payment will be applied? And why do most credit cards companies take two or three days to credit your online, supposedly lightening fast, payment? The computers at the Fed, at banking and financial institutions, and credit card companies run 24/7. They are not about to let billions of dollars sit idle anywhere in the pipe.
You would think electronic fund transfer would be fast but each credit card company has its own unique service agreements as to when your online payment will be credited to your account. Some credit card companies specify two business days, others three business days. Why that's about the same amount of time to get the payment to them the old fashioned way - via the post office. And what one credit card considers a business day, another may not. Most do not count holidays as business days, but this too can vary. Daily online submission cutoff times vary from early in the afternoon to late at night and may vary by time zone. So if your credit card bill is due on a Monday, and you pay it online the previous Friday evening, you will get hit with a late charge.
For example, GM Master card advises your online payment should be submitted at least two business days prior to the due date. If you discover you missed it, they will gladly take your payment over the phone -- for a $15 fee! How convenient.
Fleet does not specify a daily cutoff time, but says "once you initiate a payment, it immediately begins to be processed and it cannot be stopped, deleted or changed." But they state it takes three business days to get to them. However, if you want your payment to be effective immediately, they say "We may charge you a fee if you request that your payment be applied to your Card immediately rather than three business days from today." Makes you wonder why your electronic payment, "that immediately begins to be processed" takes three days to crawl through the electronic pipe and no days with a phone call.
Only one credit card company I know of does it right - American Express Blue. No gimmicks, no games, no fine print, they state simply "Payments are noted on your account immediately." Doesn't matter if it's a holiday, Christmas or 3 AM in the morning. So I only use the others where Amex isn't accepted. And the reason Amex is doing it right might just be because of a proposed class action settlement (Christopher Boehr vs. American Express Centurion Bank) regarding late charges for payments received after noon or on weekends or holidays and not credited to the next business day.
As much as I hate to see more bureaucratic/government intervention, this industry is crying out for it.

Why would anyone think the credit card companies behavior would ever benefit anyone other than themselves? Remember how long banks used to hold onto checks prior to REG CC? Remember that WalMart had to sue Visa and Mastercard to even be allowed to steer customers to debit cards at the Point of Sale?

In any case, when you use an individual biller's site to initiate a payment, the Biller has to obtain the money from the account owning bank using an ACH Debit (typically a PPD or WEB Standard Entry Class, or what we geeks would think of as Transaction Code). ACH Debits are subject to return from the account owning bank (known as the Receiving Depository Financial Institution or RDFI in ACH lingo). Some of your fine credit card companies are obviously taking advantage of this "risk" to delay giving you the credit against your account.

Best case, by the way, since ACH is a batch system, is for the debit to reach the RDFI the next morning.

Interestingly enough, these same types of abuses with Checks have led to the requirement that the check amount be credited to the account based on the time the check is received, not the time the check is cleared (sorry this is from memory, so no citation). Eventually banking and industry regulators will catch up with this abuse of the ACH system (NACHA, are you paying attention?) and require that these payments be credited on the business day they are submitted.

Sure, the late fees are exorbitant, and God help you if you don't read the fine print that it costs you $15 or $20 for a same-day payment by phone.  But on the other hand, I've found that most of these ridiculous fees are waived if you call and politely but firmly raise a stink about it.  Squeaky wheel and all that.  I'm a convenience user, but I keep in mind that they're making merchant fees off me--I don't owe them anything.

I don't use any credit card that doesn't have free online payment, and I generally just make sure to pay it about a week before the due date so I don't have to worry about their silly terms on exactly when the payment will be credited.

Now here's MY question:

If the cost savings are supposedly so great, then why does it cost to e-file your taxes?  To this day I mail my taxes in on paper because I don't feel I should have to pay any more to e-file than I do to paper file.  This is one I still haven't figured out.

Just to expand on the first post: the immediate payment applies to ALL American Express cards, not just Blue. I use it regularly on my green card and my Delta Sky Miles card.

For the fee-free ATM, you just need to find a good bank. The one I use is based in Texas and caters to military personnel around the world (USAA Federal Savings Bank). They charge me nothing for themselves, and rebate up to $15/month of other banks' ATM charges (and if I approach that, I'm using the ATM way too often!). Sure, on the rare occasion I have a physical check to deposit it takes a couple days to get there, but those checks are gravy compared to my paycheck, which is direct deposit. BTW, the accounts are fee-free, too, at least with the direct deposit.

Most CUs have fee free ATMs.

As for banks, my local Washington Mutual ATM doesn't charge me fees (and I'm *NOT* a WM accountholder).

As someone else mentioned, Washington Mutual offers fee-free ATM service. Of course, your bank will still be happy to charge you, but at least you are paying half the normal price. I am a WAMU customer and have no problem finding a branch. I have been to CA, TX, MA, & NY and found WAMU branches. I'm not sure of their exact coverage, but it's definitely worth checking out to save some money.
As a side-note, WAMU is the only bank I have found that has nationwide coverage (for the most part) and offers free checking (with no special requirements). It is great for me as a student in NY who returns home to CA for breaks. No need to have two bank accts.

How about the practice of adding charges such as a $20.00 late fee for an account with a $4 balance that was not paid? Or when these variable fees boost your account balance over the limit so then you are assessed an overlimit fee. We all know fees are a ruse for making money and have no relationship to processing costs.

Most of the time if you get charged a late fee that is grossly out of proportion to the outstanding balance, if you phone them they're happy to reduce or remove the charge. The one that really torques my shorts is when you send a payment in, and they claim to have received it after their arbitrary "due date", but they still show it as received on that statement and charge you a late fee anyway! That practice should be outlawed!

PNC Bank has at least twice been hauled before the cameras (60 Minutes style) for deliberately making sure all payments WILL be late (usually by merely late posting of payments, but sometimes also mailing the statement AFTER the payment is due!!), so they can not only assess late fees, but also instantly raise your interest rate to the max allowed by law.

Of course, they blamed the payment center they were using, but when my VISA card was "owned" by PNC Bank, it was pretty clear to me that this was PNC *policy*. They did a number of other illegal tricks (such as failing to notify about interest rate changes in advance), and it's amazing how when I threatened to haul them in front of the Calif. board that deals with interstate banking, the nonsense affecting my account stopped immediately.

My VISA card has since been "sold" to MBNA Bank, and what a difference... I actually get the bill in a timely manner, and my payments are credited in an equally timely manner.

Credit card companies aren't the only ones guilty of these delay tactics or additional fees. My utility company, ComEd, charges a "convenience" fee of $3.50 to process a credit card payment online, and it takes two to three days to be credited to my account.

They're the only creditor I have that does this, and needless to say, they're the only ones I still send a check to (or, more accurately, the check-writing service at my credit union does it for me).

Another reason they may delay the transaction is to collect the interest that is paid on the money for sitting in the bank the day or two they have it before crediting it to your account. It might not sound like much could be made on the interest for a day or two, but when you think about the hundreds of millions of dollars flowing daily through the various hands it would add up very quickly.

My understanding of ICC rules states that when payment clears the issuing bank that payment has been made. AT&T is the biggest offender of this rule and someone needs to take them to task. Someone, a Lawyer may want to verify my understanding of what constitutes payment as applied by the Interstate Commerce Commission. AT&T will take up to 3 weeks to clear a payment during the summer months as atested by my bank Citibank. When a negotiable instrument is presented for payment (check clears bank) the bearer is paid. When the payee posts the payment to your account has no bearing on when payment was completed.

I'll second the previous comments about making a stink. A while back Discover's fraud department called because my card # was one they recovered from someone who shouldn't have had it (no wrong charges, though). They cancelled the old card and issued a new one. At that time I asked about automatic payment and was told I didn't need to do anything, it would still be there. We went on vacation, I came back and when I tried to use the card it was declined. Call them up to find out what's going on--account overdue. WTF?! Turns out while I didn't have to do anything about the automatic payment it had to re-establish as if I had submitted an application. Why this takes weeks to process I have no idea but it always seems to. Hey, that's your guy's fault. Yup--interest and penalties waived, account back in good standing.
