Scam Artists Abuse Web Phone Relay Services

Several readers have reported a new scam that uses phone relay systems for the hearing impaired such as AT&T's Internet Relay Service to defraud merchants and businesses. Even the Nigerian spammers may be getting into the act.


The relay services allow the deaf and/or mute to place a call over the Internet, sending and receiving text that is relayed by an operator. But it appears that privacy policies designed to protect relay system users can also be used by scammers to avoid detection.

"I have received approximately a dozen relay phone calls from people who want to order a large quantity of items, typically HP inkjet cartridges, HP printers, or hard drives," a computer reseller recently wrote. "The caller does not negotiate price, accepting whatever I have quoted. Neither are they willing to identify themselves, and will only pay via a credit card. Typically they will refuse to provide a personal or company name, and won't agree to pay in advance via check or bank draft. I'm certain these are schemes to defraud innocent sellers like me with stolen credit card information."

The reseller thinks the scammers are taking advantage of the anonymity the relay services provide the caller. "ATT operators and customer service personnel have told me that they are bound by FCC rule to not disclose any information about the contacting party during a Relay call," he wrote. "They have also stated they are not allowed to trace or otherwise verify who the caller is or where they are calling from."

Another reader reports receiving a relayed phone call for what sounded like the old Nigerian ambassador's son scam. "How low can these people get?" marveled the reader, who believes the scammer got his name and phone number from his company's website. "First they ruined e-mail, now it looks they're going to try to destroy this service for the deaf."

I got a call last week trying the same thing. We are a small medical supply company and got a request to send stethoscopes to a Nigerian hospital via relay. Got nervous, especially when they checked back twice to see if shipped yet so had CC co call cardholder and found its a scam. No website to pull number off of, got us from 800 phone directory perhaps. Spent hours on call/order before we figured it out. We do have some clients that travel to places like that on charity work so it's not totally inconceivable that someone may order but they usually take it not ship it....And most people would balk at the 200.00 shipping charge... Even the hospitals there have to steal? Or was thief being nice and donating them? It did seem to be going to the hospital. First credit card fraud we've seen in 10 years in business. Since we didnt process it, noone cared :(

I work for a keyboard instrument retailer. I get two phone calls in the same day from this service where the client asked for a specific model of a portable keyboard, of which we do not carry anyway. I find it odd that someone who is deaf using this service would be interested in a musical instrument. Don't you?

I work in a computer shop, and we recently started getting relay phone calls from a person requesting large amounts of RAM. He did not negotiate the price and seemed more than willing to pay by credit card, several of them in fact. We are a small shop right now, so we are not set up for credit cards yet. We would have to use our own money up front. We were more than a bit suspicious...now that we've done some checking around, we decided to pass on this. Be careful out there!

We have a small jewelry store and have received 4 relay service calls within the last 6 months, trying to purchase large quantities of watches all to be mailed to nigeria. We were nice and checked out the first one as far as we could before telling the "customer" that we couldn't verify his credit card and were unable to process his order. Since then, we listen and answer the first few questions, then tell the relay operator that we are disconnecting because we feel the call to be a fraud attempt. Is there nothing that can be done to track, report and prosecute these people? We feel that our web site has given the scammers our phone number and information.

My friend with a local shoe store in s.e. Kentucky, just got taken on the same scam, they got her # from thin air, called on a tty relay from god knows where? and ended up duping her for 360.00 worth of high end shoes shipped to Nigeria, buyers name is moshood alade, on lagos island, nigeria... sellers beware... she said he was smooth and she had no idea of being taken...
The credit card was valid at the time of purchase, 1 week later, she was told the card was reported stolen...
so why is the merchant left holding the empty bag??? if the funds are good at the time of inquiry? does the credit card company have a clue, or not care due to being paid back, with no guilt???
 It seems they do nothing to check out the so called stolen card charges... There needs to be some kind of international law set to keep the merchants from getting screwed... any ideas? hope this helps the next soon to be victim...thanks, Zad@zadious.com

I had a TTY type scamer contact my business and place an order with a stolen Credit Card. Figured out what was going on and contacted local Law Enforcement. Criminals were arrested today! Law Enforcement officers working hard to prosecute! Matt Adams sales@shorefast.net

I was listening in on a phone call (during training to be a relay operator) and it was for an order of laptops.  Poor reverand had to make his own calls...couldn't get anybody in the congregation to make it for them.  He just wanted laptop, didn't matter what it was.

I may not be an expert on laptops, but when asked what kind they had in stock, the person said they only carry one brand...sager or something I never heard of.  Now, if thats a legit brand, than I apoliges in advance.  But if you suspect you are being frauded, make up a brand and if they still want it, than its probably not legit.  If I were to buy a brand, I would want Toshiba, or Sony, or something...not Sager.

But they buy all sorts of crap.  one wanted these tennis racquets that nobody had.  Had a very specific model number.  If you suspect its a scam, and even if you have it, I'd say something like "We don't have that exact model in stock, but we have a better alternative for just $25 more.  The grip is better, the ..." whatever.  Call the brand "duarf" or something that is spelled backwards.  A legit person knowing tennis racquets would probably say they never heard of it, and thank you or soemthing...a nigerian will see the potential of getting soemthing from you.

Its pretty simple to spot them though..why are they calling you, an insignificient store, where they should be contacting a wholesaler to get for cheap?

Oh, the tennis raquet guy wasnt getting his raquets, so the 3rd or 4th call he became a doctor wanting stethescopes.

I know I am braking Kayfabe (sp?).  I just started working for Relay, and have been forced to process these scam calls.  I was on a 2 hour call yesterday.  The scammer was:

Beeb Kay
Lagos Island
Lagos State
Nigeria 23401

We cannot get involved with the calls (trust me, the relay operators would love it if the outbound (business) would hang up on us).  This person had to use several credit card numbers, until one was authorized.  Why aren't people aware of a potential scam yet?  With all the SPAM crap in emails, you would think people wouldn't be naive anymore.

If you are a business, and you here "Nigeria", just hang up.  Don't give the operator a reason (we need to type everything verbatim).

Not all calls are scams, but business owners need to protect themselves.  If I were to buy something on eBay, the seller would not ship until the payment was cleared (can take 2 weeks at times).

From the little experience I have as an operator, scammers are buying the following in LARGE (200-500 pieces) in bulk:  T-Shirts, balloons, flowers, greeting cards.  They request overnight shipping.  They request what carrier will be used (USPS, UPS, FedEx).  They request that you email them, and give long email addresses from a yahoo account (even eBay sellers won't deal with yahoo/hotmail accounts). They also will not give a phone number.  Last, but not least I have noticed that sometimes the seller will ask for a certain employee (ironically the employees do work there, but happen to have the day off)

Relay phone scam- clothing store[ Reply to This ] (none / 0) (#11)

We are a small family clothing store in a small town in Michigan. We receieved a relay call today from someone in Nigeria who asked what type of clothing we sell, and then said she wanted 100 tee shirts (at $28 each) and had no problem with the shipping of $500 which we threw out there to see if it made any difference. We asked her why she was calling us and she said that "her sister had honeymooned in our state." She gave a credit card number but would not give a phone number, she would call us back "because the phone lines in nigeria are not reliable." She insisted the order needed to be shipped out in the next 3-5 days and that they were goign to be handed out to homeless people. We called our credit card processor about the card number and they said it appeared to be a good card and offered an approval code. (I am assuming that is because some poor soul hasn't yet realized he is missing his card to report it stolen.) We haven't heard back from them yet, and probably won't because we told them the soonest we could ship out such a large order would be 2-3 weeks. We tried to get a call back number for the relay operator, and she gave us her employee id number but "wasn't allowed" to give a call back number. In other words, don't call us, we'll call you. How common is this scam, anyway?

It's rather common, I own a small bookstore and we seem to be favored targets for such scams.  They ask for the hot hardback seller (Clinton's MY LIFE) or an expensive law or medical dictionary.  The book distributors are aware of the problem so if any of their customers orders 20 copies of Black's Law Dictionary, they'll get a call.  

If you're business also happens to have an email address published somewhere you'll get the same thing via email.  The relay service is of course a much more reprehensible medium because it hijacks a service from someone who really needs it.  It's disgusting.  But it works for a number of reasons, you assume the person on the other end is deaf and you want to help, and two, communicating is difficult so if the scamemr is hiding something it often gets attributed to the method of communication.  I feel bad for the operators who reportately relay more scammers than actual deaf people but can't do anything about it because they'll be fired.  All calls are to remain confidential and the operator is simply a relay and isn't allowed to interfer with what they know to be a scam.  Obviously the system needs to be changed.

When I get a relay call I automatically assume scam and so far it's been 7 scams, 0 legits. Thanks to the fact I've seen hundreds of these via email, I haven't been taken yet. I try to get to the shipping address as soon as possible as not to waste my time and the operator's.  If it's Nigeria, I end the call with "I think this is a fraud and I'm ending this conversation, goodbye".  Smarter scammers have simply said, "I'll have UPS pick it up" and won't say the red flag word, "Nigeria" but it's still pretty obvious.  I'm always sure to end the conversation acknowledging you're on to them so that stop using that medium.

We are bound by FCC regulations, and contractual obligation.  Inbound is told of our ID # right away.  When we make the outbound call, We give our ID # as well in our announcement.  We are NOT allowed to get involved in any conversation.  The operator is to have total transparency.  As operators we are not allowed to answer any questions, in fact we have to type everything verbatim.  We are required to give our ID number.

Please believe me, the calls are not originating from the phone company and/or the operator.

I am areally tired Relay opr who would love to just have calls from real deaf people and not these nigerian bullshit. Anyway, here's how u can spot a scam as relay operators know a scam right away by how they type, so u the people can also know it by how they construct thier sentences or words and what they usually order and stuff like that. 1. They almost always start with "Hello do u carry...?" 2. They order items such as books, ngk spark plugs for mercedes benz or other cars, womens/mens shirts shoes, jewelry, centrum silver , centrum a to zinc 100 or 130 counts and would need around 200 to 500 bottles etc 3. They order large quantities like 600 pieces of spark plugs, 200 bottles of centrum silver etc 4. like the pothers say they will not give out phone numbers and would only give u email addresses Pls dont hang up quickly when u hear its a relay call cause it might be a true deaf person calling, do listen to the words first before u decide to hang up and tell or say i dont like this call because it is a scam and i will report this to the fbi or better yet get the address and nigeria first so u could report it to fbi also. most of the times they hung up quickly and operators would really love it when nigeria calls hang up because we are abiding by strict rules by the company to process every call even if we know its fraud i think it has something to do with fcc ruling etc. i am just wondering why fcc does not do anything about this hmm ...

Hi i just read all of the above since i just received an internet relay call from a john owen in nigeria that wants to order 4 toshiba laptops with pentium 4 and internet ready. The thing that drew me to this website is a google search on this guys email address and yahoo messenger id. the same as above: vamacong@yahoo.com and bisadeaderemi for the id. This guy still thinks i am going through with this and want to know what can i do now that i have the fish on the line. please anybody respond.

I got a lengthy one yesterday (my first, as a matter of fact) claiming to be a woman from Georgia, who got my number from a friend in Oakland.

I wasted nearly an hour before I realized that it was most likely a scam. "She" contacted me via email this morning with a long list of items that she wanted to buy from my website. So I asked for a complete mailing address to use to calculate shipping costs.

Just as I was typing this comment, another IR call came in through Sprint, and I told the operator that I was not accepting internet relay calls because it was most likely a fraud attempt that that the operator could tell that back to the caller, and hung up.

I'd love to have some way to scam them back... even it is just keeping them busy getting info that *I* ask for while I'm not planning on accepting their orders ever.
