IANAL, but it does sound more or less like an extremely excessive, CYA version of "in order to display your webpage or send your email, you give us the necessary rights to do so," and then enumerating the rights they need in order to perform these tasks that people take for granted. It's the enumeration that takes the reader aback. I won't deny that there's the possibility for abuse by Comcast -- and given what I've seen of their behavior I wouldn't put it past them to squeeze a little something extra for themselves out of it, somehow -- but by itself, at its core, there's nothing here that a user wouldn't implicitly grant any other ISP.
