I think your theory is correct regarding 'invoice spam'.  

Studies have shown that you can run an ad in the classifieds section of a newspaper, to the effect of "Don't miss your chance!  Send $5 today to Box 999, Traverse City, MI" etc., and even though you promise nothing in return, a certain percentage of readers will comply...

Just out of curiosity (and probably a better exercise for the AG's), if one were to pay an invoice, would the threatening letters stop?
