Ok, you make up a dumb requirement, and I'll figure out how to "game" the system. Mother's maiden name? I don't think so. I use ROBOFORM for all my passwords. So if site #1 asks "mother's maiden name", I plug in QXDEFLUP. (Roboform also generates random strings quickly and easily.) Now Site #2 ask "mother's maiden name", I plug in VDEJYNAF. If Site #1 wants to crack my id on Site #2, then they can't. Trust no one. And, if one of my relatives, or the clerk at the SS office, who knows my Mom's maiden name wants to crack my account, good luck! See these "security questions" are really just "extra" passwords. Having two passwords isn't two factor authentication. Sigh, but it makes their auditors feel secure. How it would fare in court is anyone's guess?
