the US Postal Service if the unit was being shipped by USPS. She could contact her state Attorney General's office as most have consumer protection offices she can file a complaint with.

The BBB can take a complaint (she would need to make it with HP's city of operation) and that sometimes gets people to do what they should have done in the first place.

Most cities have news stations that have consumer protection segments. Contacting them would provide additionally visibility that HP would probably like to avoid.

A final recourse could be small claims court in her city. HP would be forced to send a representative and the cost of defending itself, especially if the customer kept excellent records, would be more than the cost of a new system. Please the bad publicity would hurt HP at a time they are trying to recover customer goodwill.
