In my day job, I am the systems administrator for a school. A disproportionate amount of the spam we get came from Comcast (we block most of Comcast's IP addresses and still occasionally get more spam on new ones that we also block). Header information indicates that the spam doesn't originate from Comcast users, but gets relayed off infected computers. Our zero tolerance policy doesn't care if they are senders or carriers.
