You are assuming that legislation requiring government contracts and purchases to avoid products that would result in lock-in instead of competitive bidding for aftermarket parts and services for those products. The reality is that the market for Powerware (and other similar vendors) with the DoD isn't big enough for them to change their tactics. Many commercial vendors would just as soon give up DoD business as change their approach.

What that means is that such legislation would leave the DoD with limited options and the inability to get the supplies they need while doing little or nothing to solve the problem you are attempting to address.
