FILE a HIPAA complaint (health insurance privacy issue) wrong info might fall under here and there are fed penalties for false info. Just the fact of threatening this might get action, even if no real action could be taken....

Unless actual health insurance-related information was sent in the open, that's a silly idea. It would probably result in an investigation by the federal gov of the person filing the complaint.
