There are dozens of such firms, and the reason they send it to service providers is because they are easier to find and they will shut down the site ASAP so as not to be liable. This gets further complicated by the fact that Intelecual Property laws differ in different countries and there is no clear way to apply them. And most people when faced with legal threats just back off, which is a great loss since most of the statements handed out by these firms seem to be baseless. The entire set of laws regarding intelectual propetrty must be rewritten from the ground up, unfortunatly the only party that takes this seriesly is the pirate-party, and they didn't get enough votes in the election :(
