I thought a license was a contract -- impossible to steal. If you are paying "maintenance" fees, then you have an ongoing relationship and recorded proof of ownership. Both parties would have to lose all their records in order for a license to be considered "lost".

If they are talking about theft of the little piece of paper with your number on it, replacing that should only be a few bucks. (A replacement driver's license, for example, is 10 dollars in my state.)
