It sounds like an all too common mistake made my beancounters. They attribue responsibility for something to someone who has little ability to control it. They put some hefty incentives/punishments behind it. Of course there is an extreme incentive to game the system, especially as such a system generally weeds out the honest quickly. For an example that dwarfs AOL, try the No Child Left Behind act.
