No, it doesn't stop major hacking groups from dumping it on P2P.  Of course traditionally, these groups also laced installs with root kits and other things...

Anyway, who it stops is friends copying software for their friends.  As I posted for HL2 a while ago, the goal of the copy protection is to prevent casual infringement.  Any software based copy protection can inherently be bypassed, the trick is to prevent casual practice.

The fact is there are far fewer people on P2P networks than there are people who would buy the game and pass it around to all of their coworkers, and that's the audience that the copy protection is geared to stop.
