I can see where cheating means you can't play online anymore; fair enough.  But cheating means you have to delete the software permanently?  I don't like cheaters either, but that strikes me as a tad bit excessive punishment for this purported crime.

It's pretty much unenforcable anyway unless they have a way to scan your HD...
