Even if spam appears to be legal, if we think it is spam it is spam.

By all means go ahead and forward it to the FTC address.  It was Unsolicited Commercial Email.  If it was legal it still is a pain in the a__.  Complain load and long - or nothing will ever happen.

In my opinion, the only way to stop spam is to allow draconion penalties to apply to spammers.  Such as allowing an open hunting season on them.  Nothing short of such penalties will stop criminals from criminal activity.  And it seems that most spam is at a minimum felony fraud.
